    Who says they are?

The only mention has been that unsubstantiated report from last year and that's it. Israel had no problem talking (bragging?) about being the first to bring the F-15/16 into combat as well as the strike on the Syrian nuke plant. If they have indeed used the F-35, they would be showing footage from it as a way to let all the neighbors know that they can go anywhere they want with virtual impunity.

Using F-35 so early during the learning curve would be foolish anyway. MAstering a new sophisticated weapon system is quite lengthy in time, + intiating new tactics etc. Some pilots still say they haven't yet fully mastered Rafale, imagine the more recent and probably more sophisticated F-35...

Israel F-16 down: some words from the pilot*:

“We heard an explosion and realized that we were hurt. It is a very uncomfortable feeling, the loss of control.”
“The decision to eject is immediate, it’s not a lengthy process, and there’s no time for, there are only a few seconds,” they continued. “Our understanding was that we must hurry and abandon the plane, both as a result of the physical harm to us and the damage to the aircraft that had ceased to function.”
The F16 fighter jet was abandoned on Saturday morning, apparently hit be shrapnel from a Syrian, Russian made S-300 anti-aircraft missile. The pilot was seriously injured and the navigator lightly injured.

...and India would want to manufacture the F-35 in-country. LockMart would also be responsible for supporting all airframes they build too.
