    As I had mentioned, the part of the article I quoted pointed to them explaining that it was a Norwegian AF restriction. My translation could be messed up, but I did not read anything that said that other fighters were able to perform flight operations during the same time from the same air-base....

It is also not surprising that the issue along with many other issues took a while and would have been difficult to execute in the original timeframe. They didn't budget extra time...
