      I believe that it's probably a version of the French Avionette design. The tail is similar to the H Mignet HM8. The Delmonty- Poncelet Limousine fuselage and tail are very similar but the wing is totally different.

        I was thinking either French or French-inspired too. The aerofoil section is very like early 1920s Nieuport.
