-Assuming this is for Flight Simulator 2004...
Your scenery should be in a root folder (is that the term?) and in that should be two further folders - 'Scenery' and 'Texture'. Drag and drop the root folder into your addon scenery folder - usually, C:\Program Files\Microsoft Games\Flight Simulator 9\Addon Scenery
Start up Flight Simulator, go into 'Settings' and 'Scenery' and add a new scenery. Locate the root folder on your hard drive and hit 'OK'.
You should re-start Flight Simulator and just start up a flight from that particular airport to make sure the scenery has installed.
I've probably made such a simple process sound very confusing! :o

-Don't know were you got the scenery package from, but if it's from AVSIM, normally the install instructions are included.
Avsim is wel worth a look. http://www.avsim.com/
