-I use the freeware Flight Simulator Scenery Creator made by Derek Leung which is a good basic program and easy to use for those who arent used to make scenery for FS2002 and FS2004.
Maybe that payware programs get a bit more detail and options, but I am pleased with this freeware program.

Here are some payware but good value scenery developers:
UK2000 Scenery - FS98/2000/2002/2004
All London Airports and everything south of Blackpool. Gary is working to cover all of the UK Airports bit by bit. He is the most respected UK Scenery Developer: www.uk2000scenery.com (Particular note to his amazing Heathrow Pro scenery)
Simflyers - 2002/2004
Simflyers do alot of Airports around the world mainly in the USA but also have some European titles. Amazing quality and gadgets with this scenery! www.simflyers.net
Aerosoft - 2002/2004
Act act as publishers for lots and lots of smaller people making scenery (as well as bigger groups of people) and there are loads of good deals there. Examples are Madeira, Ibiza, Canary Islands etc http://www.aerosoft-shop.com/
Lago - 2002/2004
Lago produce alot of high quality addons some of which go into amazing detail! www.lago-online.com
Just Flight
Just Flight publish all the bigger names including UK2000 under British Airports (not as good vfm as direct from UK2000 as well as simflyers under "World Airports). Love dealing with these poeple. British based and have a good points scheme! www.justflight.com
