What effort? To do what? Would you like to explain a little rather than having us all Google it to find out what it is all about?

there have been rumors that some one want to start a competitor to virgin galactic (not the mig/su "edge to space flights") but a more of a space tourism thing..

so i assumed for money wise - people would rather modernize an old plane rather then make one from scratch

the atlant carrier was the best option from my opinion - it still works and a research center owns it with a private entity

Looks like it has been suggested before

The VM-T (Atlant) hasn't been reused since the end of the 80s and the conversion projects of the beginning of the 90s lead to nothing.

Moved to Commercial - it's more appropriate.
