It's quite simple really, businesses/tourists will eventually avoid coming into the UK if they know that they are going to get clobbered each and everytime they fly out of here. Many people now tend to opt to use carriers such as AF/KL/LH and transit through their European hubs because even though its more of a hassle to have to get two flights rather than flying direct, its often cheaper to do so because the taxes are far less expensive.
