The pic in the Aeroplane article showed restored/refurbished tailplanes. Why going through all that trouble and then the deal falls through. Or the quality of the work isn't up to airworthy standard, but that is just speculation mind you.
CH2A - Engineering
Not really logical, firstly that belongs to the IWM and not the RAF!, and who'd pay IWM for the work? Moving the aircraft to a hangar for work etc etc etc.... It won't be airworthy and structurally certifiable I suspect the records won't be available too.
Just to clear up a couple of points about the tailplanes. Firstly they are not due to be replaced for about 3 yrs from now and secondly the donor tailplanes will be used to build jigs and then used as patterns for new build items. Then our life ex ones will replace the donor ones. So any Lanc tailplanes could be used as long as they are complete and it means we can still operate whilst waiting for the replacements.

That's news, so a new production Lancaster tailplane, it has been a long time since the last set was completed in the factory.

If you open up the comments in the Facebook thread, ARCo do actually say what the masking tape is for.
BrianAircraft Restoration Company Hey Ashley, masking tape is used to mark areas of the skins that were found to require attention during the initial visual examination. These findings are all very normal during an aircrafts major maintenance program and, once identified, will be marked and noted ready for the necessary repair work to be carried out.
I like CeBro's answer better! Hope they don't get a big gluey thumb mark on the canopy at the last minute, or break a decal getting it out of the dish of water...

I've never heard of a tailplane having a set life.
Is it unique to the Lancaster (perhaps due to its wide span tailplane...and perhaps the outboard fins which in my admittedly non-engineer mind look like they would impart increased stresses to the tailplane as opposed to a centre-fin type) or have I just never heard of it before? Is it common on other WWII types or civil airliners?
