I would guess that this is a testing/qual flight for the helo carrying that single, blue inert round and launcher. The taped wire could be for the strain gauges or similar instrumentation of the system under test.

This Jaguar was overturned during the tempest of 2009 on the air base 113 of Saint-Dizier (52-High – Marl – FRANCE). There remained stocked long months in an alveolus located not far from the road before being withdrawn.;-)

Strike capable asset: Navy, Marine Corps team up for maritime deployment
An F/A-18C Hornet with Marine Fighter Attack Squadron (VMFA) 323 “Death Rattlers” rests on the flight line prior to beginning night operations at Naval Air Station Fallon, Nev., Feb. 15. The Death Rattlers, one of two Marine Hornet squadrons to deploy aboard Navy aircraft carriers, trained at NAS Fallon to strengthen tactical air integration, fulfill predeployment requirements and build rapport with the Navy squadrons they will deploy with in summer 2017.
